Different agencies could liaise with one contractor

I had wondered some time ago why the landscaping contractors came to my estate so often. A friend familiar with the subject helped to solve the mystery.
One contractor was doing work (grass-cutting, etc) for the Land Transport Authority and the other for the town council.
Now that the HDB has leased 26 sites in Aljunied GRC, including open fields, to the People's Association (PA), will there be another contractor coming in to carry out work for the PA?
I suggest that the relevant authorities put their heads together to give the landscaping job to one contractor instead of to three.
This will be cheaper, as the contractor would not need to incur additional costs to transport their machines and workers to the sites. This will also not add noise to our already noisy estates. I look forward to a favourable response. Letter from Soh Ah Yuen
