What is the role of grassroots advisers? Do they have authority?

I refer to the article "Hougang grassroots adviser eyes six sites" (Aug 24), which mentioned that the People's Association appoints advisers to its grassroots organisations in each constituency.
Mr Desmond Choo is the defeated People's Action Party candidate in Hougang and is now in talks with the PA, which is applying to the Housing & Development Board for the transfer of the lease of six plots of land. Mr Choo hopes to finalise the transfer soon.
There is an implication that he is acting in his capacity as a defeated PAP candidate and that the grassroots adviser role is not just advisory in nature but carries certain authority.
Would the PA clarify on the exact authority and job scope of grassroots advisers beyond their advisory roles? And on what authority or capacity is Mr Choo assuming in this matter of the transfer of land lease?
In addition, are non-government-related grassroots or community organisations allowed to apply to the HDB for the transfer of land lease if they find it difficult to get permits from town councils to conduct their activities?
